Is Flooring Supposed To Be Under Flange

First time trying to install vinyl plank to redo the floors in my bathroom but have a couple questions.

Is flooring supposed to be under flange.

Then i leave a gap of 1 4 or so to the rest of the flooring that will be. If your flange sits even or below the floor then it s wrong.
